In my experience, yes it can. But, it is like the "watched pot". Seems like it never boils. I wiped my emotions clean after 30 epileptic discharges in about 3 minutes.
I was agoraphobic, my family seemed alien, my loving dog seemed alien, and my home seemed alien. I had lost emotional context to the things in my life.
It took years and years for my brain to restore emotional capacity. My temporal lobe is damaged, as evidenced by EEG. In the interim, I learned to intellectualize
things, since I had no emotions. I actually prefer doing things that way. I had a discussion with wifey today. She had some strong feelings about an issue.
I said "look at the facts, and develop your emotions around those facts!" Shouldn't it work that way?
